Board Bill 58 by 8th Ward Alderman Steve Conway, the Committee Chair, to Repeal Payroll Tax Exemption on Nonprofits with more than 20 employees, subject to public vote.

Competing payroll tax legislation was assigned to the Legislation Committee, not Ways & Means. Board Bill 117 by 15th Ward Alderwoman Megan Green and 6th Ward Alderwoman Christine Ingrassia would establish a 5 Year Temporary 1/2% Payroll Tax on employees of For Profit businesses and Nonprofits with 250 or more employees for purposes of funding Public Safety, subject to public vote.

Neither of those tax hike proposals has a Fiscal Note assigned as of this post.

Board Bill 130 by 20th Ward Alderwoman Cara Spencer, 24th Ward Alderman Scott Ogilvie, 25th Ward Alderman Shane Cohn, and 9th Ward Alderman Dan Guenther is called the “Scottrade Bill” but also includes Peabody Opera House and “any new City-owned professional soccer stadium and other City-owned buildings used for sports and entertainment purposes.” The bill would fund renovation of Scottrade and Peabody and construction of a stadium to be owned by the City via $65 Million in bonded debt paid off from ticket fees and special district taxes generated at the facilities. It has a Fiscal Note assigned.

Under the current Scottrade “deal,” it looks the Blues lease expires in 2042 but the City will still be making payments on the deal through 2048 to the tune of $27 Million.

Resolution 197 would authorize hearings on allegations of criminal conduct relating to public financing of a Stadium. These are hearings to decide if there will be hearings.

Committee Meeting on Committee Substitute for Board Bill 219  by Alderwoman Tammika Hubbard (5th Ward), Alderman Jack Coatar (7th Ward), Alderman Ken Ortmann (9th Ward)

Board Bill 219 would authorize a Financing Agreement between City of St. Louis, Regional Convention and Sports Complex Authority, and State of Missouri for construction and leasing of a new stadium.

The Ways & Means Committee will likely vote on a Committee Substitute at that time. I am unaware of an actual Substitute posted online anywhere. However, the St. Louis Post-Dispatch did post the New Financing Agreement– meat & potatoes of the financing- which is an Exhibit to the Board Bill. Despite the heading, it is not the new Board Bill, it is part of it.

Board Bill 219 would authorize a Financing Agreement between City of St. Louis, Regional Convention and Sports Complex Authority, and State of Missouri for construction and leasing of a new stadium.

The STLRSA consists of three members appointed by St. Louis City Mayor with consent of Board of Aldermen, three members appointed by St. Louis County Executive with consent of County Council, and two member appointed by the Governor. More information on RCSCA

A bit of history- Jim Shrewsbury, the STLRSA chairman, is the former President of the St. Louis City Board of Aldermen. He was defeated for re-election by current Board President Lewis Reed.

Board Bill 207 would require voter approval on City financial assistance from for construction of a new stadium. The Ballot question would be:

Shall the City of St. Louis be authorized to enter into an agreement with the Regional Convention and Sports Complex Authority for the purpose of providing financial assistance in connection with the construction and/or operation of a new sports and entertainment facility to be located within the City of St. Louis?

In 2002, St. Louis City Voters collected initiative petition signatures to place on the ballot the issue of requiring public votes on public funding of future stadiums. On November 2, 2002, City Voters approved the ordinance a vote of 55% to 45%.

In 2004, St. Louis County Voters passed a similar ordinance by a vote of 72% to 28%.

In May, 2015, Governor Jay Nixon contacted St. Louis County and said the County’s participation in financing the new stadium was not needed.

On August 3, 2015, Circuit Court Judge Thomas Frawley struck down the City’s stadium public vote ordinance. For those new to St. Louis City, our Circuit Court Judges are appointed by the Governor, not elected.

The City of St. Louis had defended the ordinance in the Circuit Court but has not appealed Judge Frawley’s decision.
