This is a meeting without public testimony. The December 14th Legislation Committee event turned out to be a hearing with public testimony. There had been confusion on that not cleared up until meeting time. Previous post.
City Calendar Notice/Agenda
Resolution 169, sponsored by 23rd Ward Alderman Joe Vaccaro and 21st Ward Alderman John Collins-Muhammad for Board of Aldermen to support “the prompt initiation of a comprehensive, independent, financial audit of the City of St. Louis.” The Resolution does not contain the words “State Audit” or “State Auditor.”
Audit STL is the ongoing petition drive to request a State Audit of the City.

Per the video, Resolution 169’s chief sponsor, Alderman Vaccaro, signed the Audit STL petition at the hearing and Audit STL representatives testified in favor of the BOA Resolution. There appears to be agreement between Audit petitioners and the Resolution’s sponsor that if the BOA can request the audit and make it happen faster than collecting signatures, that would be best.
Signature collecting will continue until State Auditor agrees to do an audit. Petition makes audit mandatory. Resolution does not.
Another interesting point about the BOA activity on this is that it’s a Resolution instead of Board Bill– to avoid a Fiscal Note, acknowledgment of the estimated cost of the audit. On an audit petition or on a Board Bill the cost for the audit would be clearly noted.
As the December 14th hearing ended, it appeared that the agenda for the next meeting, this Thursday’s meeting, would include 1) the Mayor’s Office/Cabinet officials providing information on implementation of recommendations from the 2010 State Audit and 2) voting on an amended Resolution.
I have not yet been able to find anyone with a copy of the amended Resolution that will be voted on. If and when I do, I will post it to ward blog.
Members of the Legislation Committee include: 23rd Ward Alderman Joe Vaccaro, Chair; 5th Ward Alderwoman Tammika Hubbard; 12th Ward Alderman Larry Arnowitz; 13th Ward Alderwoman Beth Murphy;14th Ward Alderwoman Carol Howard; 18th Ward Alderman Terry Kennedy; 22nd Ward Alderman Jeffrey Boyd; 24th Ward Alderman Scott Ogilvie; 28th Ward Alderwoman Heather Navarro. There’s also a vacant seat from resignation of 8th Ward Alderman Steve Conway, who was appointed Assessor. Board President Reed is a voting member of all committees.
