APPEAL #10976: Appeal filed by Maximus Holdings LLC from the determination of the Building Commissioner in the denial of a building permit authorizing the Appellant to construct a multifamily building with parking, per plans at 1400 Russell Blvd.

They were permitted 4/25/2017 to construct Foundation Only, which has been going on; plumbing permit issued 7/12/2017; and electrical and mechanical permits issued 7/14/2017.

Plus it appears from the renderings that this project will want the southwest parking lot at City Hall. Construction on that corner would cut off City Hall customers and employees from their direct route to/from public transit and parking at Scottrade. Instead of cutting through the current lot, everyone would walk down to Clark and over.

“The developer is seeking $8 million in tax increment financing, which captures increases in sales and property taxes from the city to aid the development. The developers also are asking for a rebate of hotel taxes, which aren’t captured by TIFs.

 They also plan to set up a transportation development district and a community improvement district on the property, which can each levy up to a 1 percent sales tax to help finance development costs. State historic and brownfield tax credits are also being sought as part of the financing package.”

This is the meeting that many of us wish had happened a long time ago. This is the project where officials were told 1-to-1 parking was not necessary because Millennials do not own cars. There was a rush to get this project approved without adequate input from neighbors. Then The Riverfront Times ran an eye-opener story about the developer.
