Meeting Agenda  includes “Airport Working Group update on the status of the process of exploring a public-private partnership for the lease, management, operation and/or development of the Airport by Paul Payne, Chairman” – Payne is City’s Budget Director. He recently voted with Mayor and Board President, who have ability to fire him, to go forward on Airport Privatization with Request For Qualifications. These updates were required every 60 days by Board of Aldermen Resolution. They have not happened.

This is the third and last public hearing (for public testimony) on Board Bill 93. Previous meetings were held at City Hall (video) and at a church in Bevo.

6 of 7 Committee members attended the City Hall evening hearing that was videotaped. 30 members of the public participated in that meeting.

Only 2 of 7 Committee members attended the Saturday morning Bevo meeting, no quorum. That hearing was not videotaped and no explanation for that has yet been given. 37 members of the public participated in that meeting. Oddly, the Chair has chosen to call out the public, not her own Committee members, for sparse participation.

There is also an initiative petition drive to force a Public Vote on Airport Privatization should the Board of Aldermen not put it on the ballot. The Prop V petition drive is run by St. Louis Not for Sale. They have Wednesday evening and Saturday afternoon office hours. You may read the petition here.

7th Ward Independent Democrats has endorsed both Prop V and Board Bill 93. Let The People Vote!

In addition to Board Bill 93 for a Public Vote on Airport Privatization, St. Louis Not For Sale is collecting initiative petition signatures for Prop V to place a Public Vote in Airport Privatization on the ballot. Either the Board of Aldermen will put the issue on the ballot or voters will. You can read the petition here.  Volunteers collect signatures at events and the group has office hours on Wednesdays (except tomorrow because of heating on the Board Bill) and Saturdays.

Tuesday BOA Meeting @ Airport With Tour Should Be Open To Public

TransportationThis will be the first meeting of the BOA Transportation Committee following the approval of the contract with the Rex Sinquefield connected consultant on privatization. I believe there will be members of the public who will attend or attempt to attend this public meeting.

Seems to be some difference of opinion about Tuesday’s meeting of the BOA Transportation Committee at Lambert Airport. The Agenda clearly states “Briefing by the FAA and by the Union officials representing Airport Authority employees, followed by an Airport tour.”

BOA Committee meetings are public meetings. They can only be closed with prior notice identifying the specific exemption from Missouri Sunshine Law that applies- such as hiring, firing, disciplining employees, or trade secrets.

A spokesman for Lambert, however, says the airport tour is not open to the public.

I have never heard of one government agency closing the meeting of another government body from the public.

The Notice says, “Orientation on Airport operations.” According to a St. Louis Post-Dispatch story, 19th Ward Alderwoman Marlene Davis, Transportation Committee Chair, asked Airport Director Rhonda Hamm-Niebruegge to give a presentation and then take questions from aldermen. Lambert Airport Privatization is bound to come up in the Q & A, if not by the Airport Director.

The Selection Committee for the Airport Privatization Consultant has met seven times but still not hired a firm.
